A perfumer and manufacturer from Grasse, Isnard became one of the most forceful Girondin speakers and a prominent opponent of the Paris Commune. While presiding over the Convention on 25 May 1793, he warned that Paris would be annihilated if an insurrection threatened the national representation. Although the confrontation formed part of the crisis that culminated on 2 June, Isnard was not included in the decree ordering the arrest of the leading Girondins. His arrest was ordered in October after he had left the Convention, but he remained in hiding and returned to his seat after Thermidor.
