A lawyer at Châlons, Prieur represented the Marne in both the Constituent Assembly and the Convention and voted for the death of Louis XVI. As a representative on mission, he served with several armies and in Normandy, Brittany, the Vendée and the Atlantic ports, exercising wide powers over recruitment, supply, command and local administration. He was at Brest during 9 Thermidor. Re-elected to the Committee of Public Safety in October 1794, he was decreed under accusation after supporting demands made during the Prairial rising and evaded arrest until the October amnesty. Banished as a regicide in 1816, he died in Brussels in 1827.
